Certification issues are shifting sands.
HITSP, CCHIT, Meaningful Use, and CMS criteria are all certifications that create sometimes competing considerations, each with different implications.
Currently, the ARRA stimulus funds are linked to meeting Meaningful Use criteria. It seems likely that local "experts" appointed by Regional Extension Centers outlined in the HITECH act will be the ones certifying whether an institution will be eligible to receive stimulus funds (if any still exist after current budget negotiations).
